It is the conditioned mind that is connected to the responsive universe that drives changes and journeys of repeated birth and death across the billions if universes that create the facilities for the countless trillions upon trillions of particles of consciousness who can reside in either the permanence of the higher spiritual dimensions or remain in their ever changing modes effected by the set algorithmic processes of the laws of karmic synchronicity. Free will and determinism are in operation . The supervisor is the Supreme Personality of Godhead, the Supreme Brahman,  who has unlimited saktis or energies,  some superior,  some marginal, some inferia. The Bhagavad Gita as it is explains all , and the Gaudia Vaisnava acaryas elaborate on these sciences , Srila AC Bhaktivedanta Swami Prabhupada has  brought this Bhagavad Gita all over the world.

This verse needs understanding from the Caitanya Caratamrita..

brahmāṇḍa bhramite kona bhāgyavān jīva
guru-kṛṣṇa-prasāde pāya bhakti-latā-bīja

Translation

“According to their karma, all living entities are wandering throughout the entire universe. Some of them are being elevated to the upper planetary systems, and some are going down into the lower planetary systems. Out of many millions of wandering living entities, one who is very fortunate gets an opportunity to associate with a bona fide spiritual master by the grace of Kṛṣṇa. By the mercy of both Kṛṣṇa and the spiritual master, such a person receives the seed of the creeper of devotional service.

The sciences of quantum physics , the world of many possibilities, should be meditated upon  . The atoms , elements, and compounds form around the ethereal desires and deserves,  and the responsive universe sets in motion
