The endless cycles of war and peace , collective karma costs .

Srimad Bhagavatam 7.1.8 explains the turbulence of the material world, the modes of passion , goodness, and ignorance competing with each other for dominance both personally and within the greater communities both nationally and internationally and as well universally.

The Supreme Personality of Godhead allows the degrees of free will and determinism to take place , naturally at different times, either goodness,  passion, or ignorance dominates. The Lord is impartial and facilitates  the conditioned souls in their desires , its also a question of individual and collective karma playing out . Combined sinful activities and lack of sacrifice and atonement affect universal affairs.  Divinity during the course of universal history sends to the material worlds endless representatives to bring forth theologically based cultures that enable the prominence of goodness , but its the nature of the independent self seeking enjoyers to abandon the good and take to passion  ignorance. Greed and envy consciousness bring miseries to others and destroy intelligently led  cultures. Wars and conflicts are also sometimes prominent when goodness is overshadowed . Eventually, darkness and ignorance sets  into humanity, and the good is forgotten and cancelled out almost entirely, says the Bhagavatam . These cyclic movements of the good , the bad, and the ugly constantly move in the millions of year cycles . Although everyone is facilitated , whatever their  consciousness,  ultimately goodness  is again established by Divinity . He reestablishes the principle of goodness and the  philosophically based science of self realisation , its this that pushes ignorance and pride to one side .
