With 8,400,000 different species of life and with each individual living being assigned an individual mind and intelligence suited for a particular species , but who are endlessly changing bodies  to adjust to desire of an individual consciousness , and with 14 planetary systems within which countless billions of universes are situated , no one can accuse God of not providing ample opportunities for countless living beings to express their free will . Free will is  the inherant quality of the soul , expressions of spiritual culture bring one to a spiritual plane , and expression in matter brings one to matter . Every one get a fair crack of the whip .

Free will and determinism need facilitating, and a legislative response  within a responsive universe is in place . The universe  follows us, and our desires and our actions determine our lot .
