Srila Bhakti Rakshak Sridhar Swami was fond of using this expression , but just what did he mean by it.
Ultimately, he is referring to this verse in Lord Krishna’s Bhagavad Gita.
sarva-dharmān parityajya
mām ekaṁ śaraṇaṁ vraja
ahaṁ tvāṁ sarva-pāpebhyo
mokṣayiṣyāmi mā śucaḥ

Translation
Abandon all varieties of religion and just surrender unto Me. I shall deliver you from all sinful reactions. Do not fear.
Srila Sridhar Swami point was that a high court judge has the power to commute a prison sentence if he feels the prisoners deserve mercy above justice . By principle of laws, the prisoners should be punished in particular ways . But laws have to be applied sensibly and with sensitivity , not in unthinking fanatical ways just for the sake of law , otherwise , the law is an ass .
The Supreme Personality of Godhead is directly and indirectly conscious of all that is taking place , and individuality means God is in the individuals heart . He knows the motives and state of the consciousness of each individual. By Karmic synchronicities , the individual is entangled in the complexity of action reactions caused by countless lives and the many possibilities of choices of actions and mentalities that develop.
Automatically a supreme justice system is in place , like an inconceivable” Divine AI ” programme , as the future body is already being prepared by material nature by our current actions, the observer effect in Quantum physics is taken to a supreme level .
Anyhow , the Supreme justice system originally comes from a person with feelings , and when God knows we are sincere in our approach to him and truely repented and have acceptance of our circumstances realising we are the architects of our misfortune , and that we have selfishly caused varieties of pain to others , and are sorry , and when we turn to the superior quality of God’s existence , Krishna or God begins to immediately wipe the slate clean .
In this age, chanting the trancendental sound of Gods names is the approach of receiving mercy above justice
