This means the living being , controlled by the universal forms of Divinity within the universal powers of Divinity.

Such is the  super subjective realm of Divinities intelligence, which has its reach across the multidimensional universes and throughout the whole of the expanse of time . The third Canto of the Srimad Bhagavatam has Him within every atom and yet also  He emanates countless universes,  that come and go like bubbles on an ocean.

Within the material universes the Lord has a personalised automated administrative system,  following the desires and activities of an individual,   the many possibilities in the world of quantum world springs to mind , similarly conscious desires and the following consequences  of the actions of uncountable living beings cause a universe to expand and contract.

First comes consciousness , matter is a result of the independent desires from Divinity , and is given and manifested from Him , karmic synchronicity is at play, along with an inconceivable responsive universe,  recently A.I. is giving a hint of this phenomenal administrative powers of Divinity.
